周末我妈在家翻看旧报纸，上面说el mote要破产了，遂问起为啥老听说美国政府，联
邦政府要破产，州政府要破产，现在
市政府也要破产。 希腊，西班牙什么的国家都纷纷要破产什么的。
我也不是很明白，搜了些中英文资料看了一下，也没搞懂破产后能咋样啊。
按照我们国内的政府体系，地方政府穷了，还照样好车好房弄着，国家补助拿着。
求解？！

务社区啊，当然也有统一系统带来的优势，这可能是很多居民开始要建市的原因，但是
建了之后政府怎么发展就不那么容易控制了，怎么保证不发展成臃肿官僚机构？怎么财
政量入为出？不贪污腐败？没搞好就是破产解散，搞好了就是社区发展，不要只看到这

破产解散政府的有，就不知道有没有投票解散政府的，感觉恐怕很难，因为从无到有看
到的是要多交钱，大家不乐意，要从有到无，（至少一部分人）看到的就是少了那些福
利，不乐意了
和工会一个意思了
说着说着，很多人都似乎都偏republican的思维啊，小政府少交税。个人感觉有很多人
其实在财政问题上偏向republican，社会问题上偏向democratic，希望精简政府少养寄
生虫，又同时希望社会开放少管个人私事比如abortion，gay，religion啊啥的

Answer to your 2 questions:
1. When the city spend more than its income, then the bottom line will be
in the red. After many considerations, some cities will decide to go belly
up.
2. After banckcrupcy, the city will normally fire all its police, fire dept
, and others. This doesn't mean there will be no police or fire services.
these servies will normally be contracted to the county.

才开到。
