根据new jersey special civil court的法律，
来自双方的Interrogatories必须在30天内回答。
那么如果乙方超过30天还没有回答甲方的Interrogatories，
甲方需要作什么来获取答案呢？对于乙方应该有什么样的处理呢？

Maybe go to the judge. The judge may give them some extension. Ultimately,
if they remain unresponsive, my guess is they can be held in contempt of the
court.

Do we need an attorney to do it?
Or we need to go to court to file it?

every court is different. check out your court's local rules. They should
specify how the motion should be filed.
you don't need an attorney to do it, although he/she probably would do a
better job.
a motion is just some written paper. depending on the local rules, you can
either file it electronically or you need to submit a hard copy to the court
clerk.
