I have a car accident recently, it was hit and run, but the guy was caught l
ater under the help of neighbours, unfortunately he does not have any insura
ce, so I have to cover with my own insurance. Total estimate of repairment c
ost $4000, I need to pay the deductible of $500.
How do I go from here? Can I sue the guy to get the money back, for at least
the deductible?

If you got injured in the accident, you can have certain recovery from UM
coverage. But as to body damage, I don't think you have any coverage ( if
you didn't purchase physical damage coverage).
Uninsured Motorists Coverage is bodily injury protection against negligent
actions by an uninsured vehicle or hit-and-run motorist. This is a mandatory
coverage in New York State, and does not cover auto body damage to your car
or damage to other property.

Of course you can sue him. If you are only after the $500 deductible,
then you can probably sue him in a small claim court. However, there's
no enforcement for small claim court.

I forgot to ask: Do you have physcial damage coverage?
