Basically, the whole paragraph said the following two things:
1) Insurance is cheap enough for everyone to have it.
2) Home owner can collect enough money after being hit by hurricanes.
If both are true, there is certainly no use of the fund for the uninsured
home.
Right? Everybody can afford the insurance with a little bit help from the
government.
