You got it wrong. What the immigration officer wrote means ND (receipt
notice date), not RD (Received date). So it means they are proceccing
according to Notice Date on your I-485. Many people may have July 2, 2007 as
RD, but different ND (from July to September).

You misunderstood RD. RD is called receipt date. Once your application
arrives USCIS, they will stamp it with a date, that is called Receipt Date.
The notice date, is totally different,it's the date when USCIS send you a
letter telling you that they've received your app. It's has been a rule to

你讲的没错,其实是就是挺乱的,但用RD有其历史原因。就像现在订的那个7% country
limit一样。所以你可以看到RD的原则并不是严格照办的。

The reason is so obvious - for any categories that have enough visa
availibility, USCIS processes petitions based on first come first serve. In
analogue to use PERM filing date as PD, the only criterion employed here is
the date when an application is filed, namely the date when USCIS receives
your application. ND aka Notice Date, which might be something coined by
immigration forums, is not trackable in USCIS system.
