Depending on your system size and length of the pipes, it is determined by
the guages that is hooked up to it.

it is difficult to give accurate estimate even for experienced contractor
not enough cooling does not always a result of leaking system
in my case, the previous owner/agent/service person overchaged the system
and cause the compressor to shutdown. There are also blockage in the copper
line.
The contractor spend almost 3 hours to find the problem, purge the line and
recovery part of the HFC from the system. (you can ask their hourly rate)
I was lucky to have home warranty cover the repair cost.
