打个比方，比如你目前还欠银行１０万，REFINANCE只贷１０万把这个欠款还上，就是

cash out refinance就是你的新的贷款额比旧的贷款额多，然后付完旧的贷款还可以拿
到difference的cash。

For cash-out, lender usually charges (small) add-on points if LTV (New Loan
Amount to Appraisal Value) >60%.

Thanks. We bought the house two months ago, can we do refinance now? The
current loan wanted us to wait for 4 months. If we do it now, do we get
penalty from the current loan?

Normally, for refinancing, different lender has different requirement. For precaution, better to wait for 120 days/4 monthly payment between 2 funding days
.
Generally, you, as a borrower, are unlikely to have any penalty. However,
the previous mortgage broker might have to pay out all of the commission
earned to "old" lender.

closing date is 4 months away from the first closing?

Of course.
As long as there are 4 months gap between two funding day, that is
sufficient for majority, if not all, lenders.
