He's kidding with you. The whole idea was to provide affordable living to cops/firefighters/ teachers, which is unnecessary in many good towns here. (These guys are rich in liberal states such as MA.)
One exaggerated misconception in China is that, peoople don't ask each other about their work in the western world. I don't know who invented that, but in America, at least neighbors ask each other "what do you do?" or even " where are you from?" What you don't get a chance to ask is "what's your name?', because the right way to find that out if telling them the name you go by. So, what do they do?

Sorry, my English sux. Somebody told me it's hard to figure out what I meant in this post. And I had to read it twice to recall what I meant. So, let me rephrase. Traditionally, some professions like police/ firefighters/teachers/nurses pay low, but their service is vital to a community. So, the towns with high house price usually set up affordable living, so these professionals can afford to live decently. Although they pay artificially low property tax, they contribute to the neighborhood in a different way. I know police/firefighters/teachers/nurses are longer poor in many states :) For example, liberal states tend to have a big, fat government which pays police/firefighters/teachers well. But tradition is still tradition, they can still apply for the affordable living. And the criteria is also relaxed as more and more communities value diversity. So, even if one is poor, he can still come to live in our town, as long as he behaves decent. ( He will get kicked out if we found otherwise .) It's not uncommon that an applicant volunteers to leave simply because he finds out the so-called "good town living" is not what he wants. By the way , that has nothing to do with income. I know this Canadian once working with me. After living around in several good towns, he moved to a rotten city, a city most OCs would desert on the first chance. And he's happy there :) I'm not saying about him, OK, but drugs and certain services are cheaper and easier to find there. So, don't expect applicants would rush in for the affordable living. Actually, in case of my town, the most recent built affordable community is still half empty after three years. And the phase II is postponed indefinitely. I figure, the reason is poor good men are few and far between. I mean, how could a decent, hard working American be poor enough for affordable living or vice versa?
