是政府评估的价格算. 但"政府评估的价格算"一般和最近的成交价一致. 因为最近的成
交价体现了市场价值(买方愿买,卖方愿卖).

是啊，一个卖$200K的房子，房产税居然要$8K多。
如果成交价$200K,那政府收那么多就太没道理了。

depends on your local government
here the county does property assessment every 10 years or so, your property
tax is the assessed value x the tax rate, and the rate = county millage +
township millage + school district millage
the assessed value of a house reflects its market value at the time of last
assessment (e.g. 10 years ago). you can find each house's assessment and tax
info on your county's website (at least that's the case in locations I've
lived)
once you buy a house, the assessed value may change depending on how your
local government does it
my county just did a new assessment and the average assessed value for my
community is up 21%. now everybody's protesting and appealing the new values
, hehe

政府评估房子会到家里来看么？一般几年评估一次呢？如果我买了一个房子然后花钱装
修了，比如把地下室变成livable space，房产税会涨么？那政府怎么会知道你装修了
房子呢？

如果是5年前assess的房价，那么表上的Year Of Assessment是2011还是2006？
我看到一个房子，Year Of Assessment是2011，是不是表示去年刚assess过房价？如果
是这样的话，我是不是就可以拿这个价格作为我的counter offer? 但是对方现在的
listing price 比这个Taxable Value高35000刀。有什么建议？

你可以这么干。没问题。卖家也可以选择接受或拒绝，也没问题。

你所指的“最后”是指closing的时候，还是closing后？如果是closing的时候，会在
contract上注明是前一年的百分之几，然后按closing date的天数prorated。我们这正
常交易的是110%，但是short sale 或者forclosure 是100%。
还有我们这今年交的是去年的税。所以closing后，可能第一年的税或者半年的税的
base是前房东的base。所以close 的时候，如果前房东有任何exemption，他因该负责
申请这些exemption。
这以后才是用你的base来算property tax。我们这成交后会影响base，这和
assessment value有关，和成交价无关。
