county property evaluation has nothing to do with your refinance. It is used
to adjust your property tax.
Only lender can assign the appraiser but not agent. Lender will have some
designated appraisal company for your appraisal, which is the third party to
lender. Lender will has their own appraisal review system to make sure the
appraisal report is reasonalble and valid.
Sometimes you will see that county appraisal value is very high so they ask
you to pay more propery tax but lender's appraisal is low so you have to
pay down more money to them. You know what i mean :)

政府的估价是用来评估你的tax的,银行的估价是贷款的时候看你能贷到多少钱.

这个问题很难回答，因为影响因素很多，实力，运气等等。
EB2是有排期的，所以时间上短不了，最少也要三年吧？

Assuming you don want to buy the MI, the maximum loan amount you can get =
appraisal value * 80%
The lower the appraisal value, the less loan you can get, so the more down
pay you have to pay down to qualify the LTV.
