Now my loan is 7ARM. Can I refinance from 7ARM to 30 year fixed? The rate of
30 year fixed is higher than 7ARM.
Basically can refi to a higher rate? Thanks.

Yes you can!!
You don't have any problem to switch between different programs even your
new rate is higher. Lender will only check your refinance benefit when you
do the refinance for the same program, such as ARM to ARM, or fix to fix
programs. Lender has to make sure you really get benefit out of this
refinance.

可以，因为ARM转Fixed被认为是borrower得到的一种benefit。
