背景：14年4月PD。这几年一直外派，12月份刚回来，所以降级弄得比较晚。
前几天和HR说降级的事情，HR去问了移民律师，得到了如下回复（节选）：
“The strategy of filing a new I-140 is doable. However, we would have to
file a new PERM labor certification application first (the process that
involves advertising/recruiting for the sponsored position) followed by a
new I-140.....It will take at least a year before the new PERM is approved..
..."
我猜可能是我的Perm要求了Advanced degree，所以要求重新打Perm。要不然就是移民
律师根本不懂降级。
考古了一下，发现这个帖子和我的情况很像：

是不是现在基本确定律师是胡说八道的？小弟我和HR打交道经验少，请教各位前辈我该
怎么做才合适？现在我是准备拿着“Multi I140s AILA" 那个文件再找一下HR，态度诚
恳一些，让他再问一下律师。谢谢！
