The house uses "Hot Water Baseboard Heating, Gas Heating". It has old style
controller. Who should I call to change it to digital thermal controller,
such that I can set the timer for on and off? How much would it cost?

那个东西叫thermostat，把旧的拆下来，如果里边是低压线的话（绝大部分情况都是）。
自己买一个digital thermostat接上去就行了
