permit is required for removing asbestos materials
however, I doubt that the goverment is charging $600 for a permit. Maybe
your contractor is ripping you off for this.

do you know the absestos concentration in your popcorn ceiling?
call that goverment branch directly to see if it is required
ask for the price of a permit. My guess, It will take sometime, about one week? for you to get the permit

I sent a sample to a local lab and was tested to contain 5% asbestos.
I just called the agency, and was told a permit is required and it will take
about 2 weeks. For the popcorn area between 500-1000 sq ft, the permit fee
is $570, and for the size of 1000-2000 sq ft, the fee will be $829. In my
case it should be $829.This morning I got the quote from the certified
popcorn removal professional, who was busy on a site, through the phone. The
$600 permit fee he said was just an estimate.

Wow, so it is the goverment (not the contractor) ripping offf you. It is
kind of fee for dumping hazardous materials. The contractor needs to wrap up
and label the trash and send it to specific disposal sites.
The contractor will send you a certificate of complete work. Keep it for
record.
