家里大功率电器启动时，一般灯会闪烁一下，这个可以理解，但是现在会导致某些电器

那应该是铜的，老房子都铜线，就六十年代忽然铝了几年又改回去了
铝线据说热胀冷缩厉害，会有你说的现象
你这情况看起来更像是electric panel太古老了

这情况建议从室外先检查，打电话去电力公司，先请他们去检查变压器和电表，确定没
事后再开始检查室内的。变压器和电表是属于电力公司的，免费检查的。

这个好像一般叫subpanel？里面是所有的breaker，
应该还有一个main panel连电力公司的meter和一个100A到200A的main breaker

I had an electrician come over, he found out that my neutral in actually
connected to the ground, now my ground connection is going flaky.

is a bonding strap which connects them together through the panel.

it was in the main panel
the neutral is connected to the screw where the ground wire (which connects
to a spike in the ground) is hooked to.
I googled, it seems that that should be done in the subpanel?

I looked it again and I believe I was wrong.
I think it was one of the "legs" connected to the ground.
e.g. the black wires from meter,
basically in the pictures below, one "hot" wire was connected the ground,
the electrician didn't know how it could be working for so long.
