NIW开头说，要依照纽约州的运输法案 The evidence submitted herewith will
specifically demonstrate that Dr. Xx qualifies for a National Interest

可是有的模板里说，要依照The evidence submitted herewith will specifically
demonstrate that Dr XXX qualifies for a National Interest Waiver under the
standards set by In re DDDD State Dept. of Transportation EAC 96 063 51031,
(AAU, Aug. 7, 1998).
这两个发案有什么不同么？
另外引用自己文章的一片甲骨文公司的文章，尽管大段论述了自己的一篇文章，最后却
给了“意义不大”的评价，这个还有帮助么？
