I don't know whether the bank is responsible for this kind of fraud.
You'd better consult a lawyer.
normally the withdraw limit for ATM card is 500$. So it was
withdrawn by the banker/teller. Maybe the thief could be traced
down from the security video.
I tend to think it's fleet bank's fault. If someone withdraws
almost all of the money (say, 5100 out of 51xx) from the bank
account, the teller should examine the ID closely.
Be strong and powerful. Negotiate with fleet bank and tell them
if the
