Because of ING, ING will deny most (I don't know who will be exception) ACH
request initialized for other institute.
Paypal is wired thing because it is not a bank or CU, they also provide
service.
ING is not so wired, ING is a bank, but it does not provide Checking account.
Routing number is not just for checking, it is a ID for the bank. All ACH ING
allowed should be initialized by ING, thus, even if you linked a checking
account to ING (e.g. Citi), You may not initialize ACH from Citi, you ne
