最近用Fidelity 的 AMEX 卡冲红鸟，时不时被deny, 然后过20分钟左右就会收到电话
确认是不是我刷的卡， AMEX 的 fraud department 打来的

it's FIA card services, a subsidiary of Bank of America and the issuer of
Fidelity AMEX card, who contacted you. not AMEX
they are pretty vigilant. nothing you can do about that until your card is
seasoned.

system or algorithm

怎么train他们？还是说无解了？
Chase的fraud protection 就好得多，他们会发email和text message，用户立刻可以
反馈，不影响transaction go through
