does citi charge a fee for this card if the associated costco membership is
cancelled?

I think it would be similar as AMEX/Costco agreement that if you cancel
costco membership your co-branded card would be cancelled or have to be
product changed to another card

That is my dilemma. I cancelled my Costco membership a while ago, but today
I received the new Citi Costco Visa card. I thought they would not have sent
me the new card since I do not have a Costco membership.

信用卡还有但是rewards 没办法拿出来，必须要有costco member 才行
