Citi pull is the same as other banks' pull. Add your Chase account as
external account in Citi, after verification completed, then log onto your
Citi account and transfer fund from Chase to Citi.

can also push from chase
both chase and citi are overly sensitive regarding external transfers, they
may call you to verify or even ask you to go to a branch
