我的两个同事（老美），由于保险的问题，一个欠几十刀，一个欠几百刀，拒不付款，

错误概念，其实主要该的是钱的数额的影响，collect基本要掉150-200，此外还有数额
的关系，medical bill数额很多很大，现在的算法会把这个数额的影响minimize, 被
collect该掉还是要掉
