I am currently in the US. My H1B is going to expire soon. Need extra year to
finish my work and go back china. Our school issue me a DS2019 for one year
. Can I go to mexico to get the J1 visa? Or I have to go back china to get
the visa?

In Mexico one can only renew visas in the same category, you can not switch
one visa from visa category to another.
