we just did it, my attorney said it is better to get the POA notarized in
usa embassy, though he didn't say we can't notarize it in the local bank.
first the attorney will draft a POA for you and in my case, the two pages
charge me 75USD
second, you email the POA file to your spouse
third, your spouse print it out and remember don't SIGN before going to the
USA embassy and take your spouse's passport, in my case, we went to the
singapore usa embassy in the morning and no need appointment and ge
usa embassy, though he didn't say we can't notarize it in the local bank.

Just verified that they'll do it as long as the notary is for use in the US.
