It's month by month. Also it should be 8.13%, not 8.3%, sorry about the mistake. You need to compare your annualized required contribution (i.e., monthly premium x12) to your yearly income. e.g., your total income for those 7 months is 20000 (yearly income), the lowest premium for the other 5 months is 300/month, the annualized required contribution will be 300x12=3600 for each of those 5 months. since 3600> 20000x8.13%, you can get exemption for those 5 months. You can look at form 8965 instruction to confirm.
