其他地方还不知道, NYC的规定这么说:
Liveries, taxis, and public transportation busses are exempt from the
occupant restraint law.

也就是说坐出租车(或者bus/train/subway)不一定要car seat.
孩子是你自己的,你自己决定怎么做最好.

The law applies to children riding in all types of privately owned vehicles and vehicles for hire, including taxi cabs and 7D vehicles; the child's parent or care giver must provide the car seat.
