We have confirmed with the US Consulate in Ciudad Juarez, Mexico that

November 1, 2002,they will only accept visa applications from Mexican
citizens. An exception includes: non-Mexican F1 continuing students in
full-time degree programs who can demonstrate that their initial F1
student visa was issued in their home country can renew their visa in
Ciudad Juarez, Mexico. PLEASE NOTE: This means you can no longer travel to
