usually "旧版还是新版" refers to the cover color, rose color is new version,
coffee color is old version. All coffee color passports are not eligible
for extension

"长城水印" is for latest version. 有无长城水印 doesnot matter.
照片为打印 or 粘贴 does matter, if 照片为打印, the passport cannot
be extended (at least for NY consulate it is so, I guess it is same
policy for other consulate office since this seems a general
regulation ) no matter when the passport was issued
