看俄罗斯领馆网站上说：那么H-1B算long-term的U.S. visa么？多谢！
For Non US Passport holders only: You may apply for Russian visa in the
Consulate only if you have US Green Card or long term non-immigration legal
status in US valid not less than 6 months from the date of your Russian visa
application. Please enclose the copy of this document or show it in your
passport.
Applications from the holders of US tourist visas or short term visitors are
NOT acceptable. You have to apply in the country of your residence only.

不可能的, 没有VISA NUMBER了, 必须要等FY-12的名额.
07-11年, EB2C每年2803个名额, EB3C每年2503个名额,
一共是21224
07大潮收了6万申请. 估计大多数是中印两国的. 对半分, 一国三万
USCIS办事还挺靠谱的. 放水让一批人早拿EAD和AP.
作为EB2C, 我们应该感谢USCIS, 而不是老骂人家.
