去年租房子的时候，看中了一个大house里面的一个单人间，最后跟租房公司签约时，
租房公司突然说
每个月需要交纳110元水电费，我觉得我根本用不了这么多水电，所以拒绝签字 。
第二天 ，房东给我打电话，说最后一个月结算的时候，会根据我的实际用水电量，把
多余的水电费退
还给我。我觉得还比较合理，就签字了。
现在我住了两个月，每个月交纳110元水电费，然而10月突然收到通知说让我补交74元
电费。我非常惊
讶，因为我用电非常少，不可能用这么多。
1，我发现这个house唯独只有我的房子和洗衣房没有电表，既然没有电表，他们怎么知
道我用了多少
电 ？这是否涉嫌诈骗？他们是不是把整个房子的用电减去有电表的用电，剩下的是我
的？那样的话，
可能路灯，公共洗衣房都是我的电了。
2，我用电极其节省，不可能每月用110元还不够，根据我四年的经验，绝对不可能。
3，房东威胁我说今天不交就采取措施。
请问我如何办？是否应该联系大学律师？

Based on past usage, a utility allotment of $110 will be paid by the Lessee
every month, due at the same time as the rent. If not paid on time, the
monthly payment set forth shall be increased by 5%. At any time during the
lease, if the accumulated usage exceeds the accumulated allotment, Lessor
may at his discretion, elect to collect the difference or wait. At the
termination of the lease, the difference between the total actual usage and
the total allotment will be calculated and the difference to be either
credited to the lessee for overpayment or charged to the lessee for
underpayment.
