Claim:

IO是XM359，好像是TSC的Director。
140在6月交上去后一直没动静，实在忍不住了，11月file了PP。拖到第15天，XM359给
律师fax了个NIOD，根据2-step：
1. 承认3个criteria都符合了
2. 但你不够internationally recognized
所以决定拒你。
看完IO的NOID，有这么几条感想：
1.似乎IO没有意识到在CS领域conference的重要，翻来覆去提journal。似乎也没意识
到program committee member的重要性，而几份推荐信里已经强调过这个的重要性了。
2. 认为我的articles是moderately cited，不足以证明international recognized
3. 要求补充证明工作是innovative，而不是简单的replcate others' work。这个明明
推荐信里说了很多次，也列了几个citation sample来证明。
律师的petition letter我看过，所有的要点都写了，条理也不错。现在实在很迷惘，
不知道该补些什么材料？有没有同学好心share一下样本？
如果最后通过了，散尽包子答谢各位！

不过你是不是仔细再看看你准备的材料,是不是真的如IO所说你没有充分表达出来.

在他们的研究中应用了你的方法，如何应用的，起到了怎么样的作用，
这是不是所谓的details？我的case刚刚交的，现在非常非常没信心了。。。哭。。

是不是可以试着说，比如你是某种方法的发明者，"was the first in the
field to do/invent/propose/conduct xxxx";
或者让你的推荐人写，你的方法是best in its class; has influenced
and applied by xxxx to do xxxx，感觉说的越具体越好。
不过我也就是这么说说，自己的case还不知道会怎么样呢！！

推荐人都挺牛的，基本都是fellow级别。什么"the first to XXX", "small
percentage", "internationally XXX" 用了一堆。关键是IO好像看不见，而且还认为
这些是professional contacts，似乎认为不够独立。
实在没辙了。
也许再找几个美国以外的推荐人吧！

我的也是一样。我找了两个美国以外的，一个是曾经review过我文章的人，一个是杂志
的主编。从来都不认识，也没有其他工作联系，但是IO都没认为是独立推荐人。他认为
这些是professional contacts. 这样的话，到底要找什么样的人做独立推荐人？

This is the key! Read every paper that cite your paper, and extract
important quotes praising your work and add these into your cover letter!
How can you miss such an important step? The most important part if the
quality not the quantity of citations. The reason IO gave you this comments
is to give you the 2nd chance to prove that you are internationally
recognized from those praise in the international papers. Read old posts and
good luck!

Add media reports too. IO does not believe your reference letters. Find all
the sentences praising your work from publications, such as papers and
reports.

你的背景够强，已经Establish了三项，只要认真补充材料，最后通过的机会很大！不
要被NOID吓倒，TSC的359、211等KILLERS，仗着资深的经验，动不动就给NOID，这样才
能让你最后拿到绿卡后，百感交集！
我和你情况类似，前个月在TSC被211 NOID了，同期还有一个Tenure Tracked
Assistant Professor。我们都是EB1B，Establish了三项后，Failed the Totality (
Step 2)。上个月初，我们在同一天又都被211 Approve了。
我认为你可以从三方面入手：
1）你有130+Citation, 很不错，你可以从引用你paper的人里，再挖掘3-4封推荐信赞
你，最好分布在不同国家，不同洲，名气大的更可以锦上添花。此外，可以做一个引用
国家分布图证明”You are truly recognized internationally ” ,如果你毕业没多
久，还可以做一个引用年份分布图证明你的引用随年份爆炸式增长，潜力无限！以上其
实就是你前面提到那个困惑的对策，也是IO在暗示你，他想进一步看到的东西。
2）Best Paper Award 光Certificate还不够，要会议主席或Technical Program Chair
或IEEE/ACM 相应Society Leader的信，说明获得这个Award是多么Outstanding。比如
在1000+ Submission里，accept 了200+ from 20 countries，其中有MIT, Stanford,
UC-Berkeley 的文章，但经过重重选拔后，只有你一篇获奖，而且历届得主来自五湖四
海，是真正的Internationally recognized achievement. 上面看上去很Amazing吧，
其实很多tier2, tier3的会议都可以满足以上的条件。
3）如果满足1)条件的推荐人找得还不够的话，可以再在不同的国家多找几个推荐人,即
使他们没有引用你的文章。 IO似乎很看重这个International distribution。而且，
人吓人，对你这种已经在门槛的Case, IO一看很多人赞你，就一定让你过了。
4）如果有可能的话，说明你的Research project can help national security. 这
一点比较难，但只要有Proofs，仅此一项就可以弥补你所有的Weakness/concerns。我
当年的一个项目在2006年9/11上了NBC Today’s New, 纪念9/11五周年，虽然完全没有
我，律师也拿去Claim了。
