刚搬到CA, vehicle registration需要smog inspecation.
我的车是别的州的title和plate,能先做smog inspection,再去vehicle registration

Of course you can. My wife just moved to LA last Dec. I did the smog test
first before going to the DMV. The information will be updated to DMV
automatically. You just need to bring the title of your vehicle, the receipt
of smog test, insurance and several forms which can be downloaded from DMV
website. Plus, you can take a number from the entrance first and do the
vehicle verification before you enter the hall for the registration.
As I remember, these are all you need to bring with you.

这个已经确定是事实了。
之前讨论过关于msft alias如何能够起到保密作用隐藏主账号种种独特功能、别家
email服务没有的优势，现在全没有了

Can I apply for a CA plate right after I submit the application for

不是挺好的吗。According to the article:
"we have learnt exclusively that you will soon be able to sign in with any
of your aliases for all devices and services that utilizes Microsoft account
."
以前alias不能login，现在可以login了。
