我的理解是，前面的是基本要求，后面的是因为某个官司，uscis进一步提出的要求。

买美国机不能只看能不能unlock,还要看频段和模式能不能跟中国的兼容。unlocked也
只能说明它可以查sim卡打电话，这521 wcdma频段只有850/1700/1900，不兼容大陆的
900/2100. 只能打电话，不能上3G

支持1700/2100是肯定的，回去上联通应该没问题。

他们对解锁有要求，网页上有，自己找。我上次因为余额不足十元，不符合要求，被拒
