Instructions - At least for my account (I have the unlimited plan)
Once logged in:
Go to "myAT&T" -> "Wireless" -> "View my plan and features"
Click on "Manage" under the phone number you want to change
On the next page - scroll down and find "International" click on that
Then click on "Travel outside of the US"
Click on "Canada and/or Mexico"
On the next page, it should (at least for me) allow you to add the "Roam
North America" option for $0.00
