夫妻一方 EB1b 批准了，工作在 A 州，正准备提交 I-485，按照 I-485 指南

似乎属于种类 3 中情况 E（对么？），并且按工作地址所在州应该要提交到 Phoenix。
另一方同时提交 I-485, 在表中选理由
"My spouse or parent applied for adjustment of status or was granted lawful
permanent residence in an immigrant visa category that allows derivative
status for spouses and children."
但因为人在 B 州工作，按照

似乎属于种类 1 中情况 C，应该要提交到 Chicago，对么？
这种情况是夫妻双方的 I-485 和附带材料要分别寄到两个不同的州的 USCIS 么？

他没有说清楚。他说3E 是说寄的地址种类里的，file 485 based on a pending or
approved I-140. 1C 说是 his spouse has applied for 485.
I file my 485 based on my approved I-140. I will need to mail it to the
Phoenix center. My husband files 485 with me together. But he's confused if
his file should go to Phoenix together with me or go to Chicago separately.

约两周前夫妻共同提交的 I-485, 配偶方（B州）的 I-485 被退回了。
I-797C notice of action 上说
“The underlying petition indicated is ineligible”
跟下文说的情况一样。

而 EB1b 一方的 check 被 cash 了。
有人遇到过一样或类似的情况么？应该怎么处理？
