no need SSN if you activate it as a "gift card" (CRS called it), that is
limited use, only usable at in-store purchase, no access online, no ATM etc.
So that's fine if you repeat it to buy another card.
But it is true charge $4.95 * 2, one for purchase fee, one for activation

I bought and activated 3 this morning, and used it within 5 minutes. no $4.
95 was charged.

That's may be the reason. CSR may manually deducted.
