Tax time: Flexible spending plans versus the childcare credit
by Rachelle LaLiberte
Last updated: January 2012
Daycare and childcare payments can take a big bite out of your paycheck.
That's especially painful in a tough economy, when we're all looking for
ways to cut expenses. Fortunately, you can recoup some of the costs by
either enrolling in a flexible spending account (FSA) or taking the
childcare credit at tax time.
To qualify for either an FSA or the childcare tax credit, both you and your
spouse must have earned income. Exception: One of you was a full-time
student for five months of the tax year.
If you work for a company that offers an FSA, here's how to figure out which
option is best for you. Either way, it's like getting a sale price on
childcare – something that's virtually never marked down.
The childcare flex account
A flexible spending account for dependent care is not something you can set
up on your own, but many companies offer one to employees. This type of FSA
allows you to put aside up to $5,000 ($2,500 for married individuals filing
separate returns) before taxes to pay for dependent care expenses.
The amount is deducted from your paycheck and then reimbursed to you for
qualified expenses – money you paid for services that enable you to work,
such as at-home care (a nanny or babysitter) and care outside the home (such
as daycare or after-school care). Note: In most cases, to obtain FSA
reimbursement you'll have to provide receipts for payment from, and a social
security number or tax identification number for, every care provider,
including nannies and other babysitters.
Because this is a "pretax" deduction, you won't have to pay federal, social
security, Medicare, or state taxes on the amount. Your contribution can't
exceed the income of the spouse who earns the least. So, to set aside the
full $5,000 each year, each parent must make at least that much.
An FSA essentially serves as a tax deduction, reducing your adjusted gross
income (AGI). This may allow you to have more itemized tax deductions for
the year and increase the amount allowed for personal exemptions.
Do think carefully about how much money to earmark for your FSA, though,
because you forfeit any amount that isn't used during the calendar year. For
example, if you sign up to have $3,000 put in your FSA and you only spend $
2,000 on childcare that year, you'll lose $1,000. In other words, $3,000
will be taken out of your pay but only $2,000 will be reimbursed.
The childcare tax credit
The IRS offers a 20 to 35 percent kickback on up to $3,000 ($6,000 if you
have two or more kids) of qualifying childcare expenses you accrued in 2011.
If your AGI is $15,000 a year or less, you get the full childcare tax
credit; if it's more than $43,000, the figure drops to 20 percent. So if you
earn $45,000 a year and spend $6,000 on childcare for two kids, the tax
credit equals just $1,200.
Qualified expenses are defined in the same way they are for FSAs. And as
with an FSA, those expenses can't exceed the earned income of the spouse who
earns less.
The best choice for you
Depending on your financial circumstances, you may be able to take advantage
of both an FSA and the childcare credit – but you can't claim the same
expenses for both. For most people, however, it'll make financial sense to
choose one or the other.
Generally, the more you earn, the more you'll benefit from an FSA,
particularly if you're at or above the 25 percent federal tax bracket.
Taxpayers in the 15 percent federal tax bracket who have only one child and
have qualified expenses of at least $3,000 may be best off with the FSA, too.
For example, a married couple filing a joint federal tax return with a
taxable income of $80,000 will save federal taxes of $1,250 (25 percent of $
5,000) if one parent contributes $5,000 to a dependent-care FSA account. In
addition, social security taxes will be reduced by $310 and Medicare taxes
by $72.50.
Lower-income families usually get less value from an employer-sponsored FSA
and fare better with the federal tax credit. Of course, if your employer
doesn't offer an FSA for dependent care, you'll want to take the tax credit.
Ultimately, you may need to run the numbers to see which option saves you
the most money. A tax specialist can figure it out for you, or you can do
the math yourself using an online tool. Search for "dependent spending
account calculator" (or similar wording) to find one.

用,小孩上幼儿园的费用不能用其他方式抵税。
