start as per EO12866, does it satisfy all the criteria of rulemaking? We
hope that there will not be any unnecessary roadblocks or delays and hope
that the OMB appproval is the only final step.
She said that it has satisfied all criteria of the rulemaking process and
OMB approval is the only one remaining.

似乎没有公司会在4月签了合同，给我办H4转H1B，等我10月才上班的？公司会等那么久

H1B如果十月份还有，你申请到就可以生效了

确切的说是在H1B用完之前找到工作，递交申请就可以。
