The hidden rule is don't tell, don't ask. That is, if no neighbors tells on

这个事情一定要好好咨询市政府。如果电话无人接，人就去一趟问清楚。你在这里问，
一定要参考同一个city砍过类似大树的同学。其他如果不住同一个地方的，其实也没有
什么太大参考意义。
我也在CA,砍树的经验是需要市政府相关人员的签字，而且需要合理的原因。

除了city，你的HOA可能也会有规定。我们以前HOA跟两家打官司，因为他们没有
HOA批准砍了树。
