It all depends on the HOA's current financial situation. If they have enough
funds, they'll usually cover the roof repairs. If they are barely getting
by with bills, then chances are the CCNR was probably amended to not cover
the roofs. Doesn't hurt to ask though.
One thing to note, the HOA is solely funded by the monthly dues, so if they
run short on funds fixing roofs, they'll eventually issue mandatory special
assessments on all the owners for other maintenance issues. Same thing with
insurance, if you make the claim, then the premium will go up, and the cost
may come back to you in the forms of a special assessment and/or monthly due
increase.
