when the builder apply for permit, all plans and the building grade has been
submitted to the city which will draw the line for what kind of materials
will be used and city inspector will check the house from time to time. only
if everything meets the permit, will the city issue the final livable
permit. the system is very tight and nobody will cut corner. you don't need
to worry.
