本人在美国F1。H1b已经批准下来了。那么，一定需要在H1b生效日当天就开始工作吗？
我看到网上的说法是生效日60天内开始工作就可以。但是公司律师说H1b生效当天就必
须工作。
向大家请教一下哪个说法正确？

EB1B，比较弱的case。申请人是大学老师，而且公立学校支持申请。
果不其然，前天收到RFE。但是我们看完之后蒙了，因为跟之前从本版学到的不太一样
。返回的文档写着，
"
...
A discussion follows addressing the evidence you have provided with the
petition.
(iv) Evidence of the beneficiary's participation....
Criterion met.
(v) Evidence of the beneficiary's original scientific ....
Criterion met.
(vi) Evidence of the beneficiary's authorship of ...
Criterion met.
As discussed above, the beneficiary has met at lease two of the six criteria
. As such, USCIS is affording the petitioner the opportunity to submit
addition evidence to establish the beneficiary meets the regulatory criteria
outlined above.
....
”
满足了至少两条的要求，所以愿意提供RFE的机会。问题是：什么是regulatory
criteria？？
后面跟着一堆描述，需要提供：
1. 第一条最轻粗：最高学位的证明，比如成绩单，参见日期，毕业日期，曾经独立教
学的证明.但是跟着的话，又看不懂了...

The evidence submitted did not include the beneficiary's highest education
level achieved. Therefore, please submit addition evidence such as the
degree and transcripts which establishes the beneficiary has attained a
degree for the specific academic field. ... Experience in teaching or
research while working on an advanced degrees will only be acceptable if the
alien has acquired the degree, and if the teaching duties were such that (s
)he had full responsibility for the class taught or if the research
conducted toward the degree has been recognized within the academic field as
outstanding.

这段话的意思是说，要学位证明之外，还要证明三年的研究经历相关，教学经历相关么
？？？？
2. 然后是对petitioner一些要求，说要提供资金，收入之类的证明。
“The record does not demonstrate any evidence to establish the petitioners'
ability to pay and the continuing pay of the offered wage to the
beneficiary. ”
有人说这个不是常见的EB1B的回答。。。大牛们怎么理解？？？？
