给的理由是：
The process time to receive decision on applications is expected to be more
than 4 to 6 months, and might be longer given the stated I-140 processing
times are based on I-140s filed with an original labor certification, not
subsequent I-140 downgrade requests filed on the basis of a previously
approved labor certification. Historically, USCIS has been inconsistent on
accepting Premium Processing upgrades, with an approximate 40% acceptance
rate on filing with Premium Processing. In order to attempt to upgrade to
Premium Processing, you must wait until we have a receipt for the "regular
processing" case, which can take 2 weeks to arrive after filing.
这个合理吗？能怼回去吗？

还有。帮我解读一下这个 limit TWO per product/person/address
是指一个人能买两个16G 的，两个32G的。
还是指16G和32G加起来，一个人只能买两个？

可能我理解错误这个不是说不让办EB3吧只是说如果降级不应该直接PP 要等一段时
间再PP 140。这说得很对啊。我当年怕降级PP RFE，file之后等了一个多月才PP的

你理解没错。我没说清楚。律师列了三条理由，这是其中对一条，反驳的是不能直接PP
。但我想问的是，如果不能直接PP，降级对我本人是不是还是有好处的？比如我能更早
那EAD card？不是完全懂，还请明白人指导。

一步一步来，你先不要扯上PP的事情。
1月中旬如果下个月就到了，你就提一点，降级file I140 和 485 concurrently. 你可
以早点拿到combo card，这样对于你和公司其实都有好处。至于能不能早点拿绿卡，
那是以后需要讨论的事情。140批不批不影响你拿combo card。
等到3类的一排到了，再提PP的事情。而且PP也可以自己出钱，你把表填好，只需要律
师签一个字即可。一般律师不会那么反对。
