不是,其实即使是I WAS WONDERING,现在估计也还在考虑, 现在也不知道答案/如果表示出一直在WONDERING,那就给一种 比较PUSH,马上要知道答案的感觉,而WAS WONDERING,你答 也可以不答也可以,是含蓄地说法

It should be just a common usage issue without any real logic behind it. Most native speakers do say "I was wondering" rather than "I am wondering." In fact, "I am wondering" sounds like something only a non-native speaker would say. There's nothing grammatically wrong with it, but idiomatically it just isn't right. A native speaker would say "I wonder" rather than "I am wondering" when communicating a thought immediately.

I wondered: (过去的某个时刻)我不解。现在可能已经知道了,也可能不知道。 I was wondering: (过去的某个时间段)我处于不解状态中。现在状态可能变化了,也可能没有。 I wonder: 就在现在,我不解(某件事儿) I am wondering: 就在现在,我处于不解(某件事儿)状态
