If I bought a lens and found that its condition is very bad like scratch on
the glasses, can I ask ebay to refund it? The item description says it is
not returnable and the item is in great condition. No lens pic btw.

可以，buyer在ebay上是大哥，seller就算说non returnable也没用

Before going to eBay Buyer Protection Service, you should do the following:
1. Contact the seller and try to work it out between you two.
2. If seller refuse to work with you, you must gather all evidence to prove
your point.
There are two sources you can find evidence that is to your advantage and
can void the "no refund accepted" clause:
1. eBay's definition of a used item: "The item may have some signs of
cosmetic wear, but is fully operational and functions as intended." So if
any part of your lens is not working, then you can argue that it is not
fully operational.
2. Sell's own description and photos. If you want to argue that what you got
is not what seller advertised, then you have to find specific things to
prove it. If seller simply said "it's in great condition." and you argue "it
is not in great condition," that does NOT count since both of you are vague
. On the other hand, if seller says, there is no scratch on the lens, and
you found a big scratch, then you got evidence.
