在ebay上面买了点东西，用paypal付的钱，但是现在十几天都没收到，发信给卖家，一
开始回信，后来我说东西怎么那么久都不到，然后后来他说去查查寄到没有，就好几天
都没音讯了，发信也不回，我感觉被骗了，打算退款，但是感觉我的信用卡(和paypal
绑定的)已经被扣钱了，怎么取消交易退款呢？
