I am not sure I understand your question correctly. I use free Evernote on Andriod and I can read or write notes offline. It just cannot sync offline. I do not have mobile data but I use wifi to sync the notes in Evernote.
Thank you for your response. The offline accessibility for evernote is very limited and you have to update to Premium account, which asks for $5/m or 45/y to get full access of your notes offline. I tried several times, when you have to open long note, like a saved website from Evernote webclipper, you have to connect to the internet to get the content. That's my concern. Thank you again.

Oh, I never tried long notes in Evernote. I do use MS OneNote mobile and have some long notes in there (but don't have long web pages). You may want to take a look. The mobile version is free. The down side is that it does not support Jelly Beans.
