我和LG都是F1来的美国读博士，我们毕业后没有回国而是直接在美国作博士后。博后的
学校给我们的都是J1(F1 opt 转的J1）。不过LG的博后工资是他老板的NIH funding，
而我的老板是给的starting fund 实际是美州政府的钱。我和LG的专业都在skill list
，在这种情况下，我和LG是subject to two-year service? 需要waiver 吗?
另外，当我试着去填advisory opinion online form, 有地方让填： issue date,
port,control number and issuing post. I changed from F1 to J1 while being in
USA and therefore do not have the visa control number and issuing post of
J1, which is also required by DS 3035 (ques # 17)for waiver application. The
online form doesn't go through without filling this information.
If I write the F1 details, the automatic system is displaying as the J1
control number.
The online form is not taking N/A. Should I mail the department of state to
ask? I didnot find email or phone contact information on their website.
what should I What should I do?

of course you need the waiver. But I remember it seems either "NIH funding"
or "美州政府的钱" is not that easy to get waived. I am not sure. You can
contact the Chinese embassy or the ISS office in your School.

It does not matter source of funding when you apply for J waiver.

不管你老板的经费来自何处，你的工资都是老板发的，并非直接从政府部门拿钱，这些
NIH什么的不会影响你办waiver.
