vb or c# do not support mp3 directly. You need to
1 use a MP3 decoder and play the sound (e.g. use 10 DirectSound buffers and
switch buffers when needed)
or
2 use a MP3 player and seek to desired position (e.g. Windows Media Player,
DirectShow or Windows Media Format Runtime)
