* There was an important development for this bill in the Senate
yesterday. According to AILA, Senator Grassley offered an amendment that (1)
eliminated the provisions for the family per country limit increase, (2)
proposed to reduce the employment based per country limit to 15%, (3)
proposed to eliminate diversiity visa program, and (4) proposed provisions
to increase enforcement and U.S. worker protections to the H-1B and L-1 visa
programs. As the readers can see from the foregoing proposals, such
proposals are something which the Democrat Senators cannnot accept and
reportly his amendment was objected. AILA thus reports that his hold on the
H.R. 3012 remains in tact. Reportedly, survivality of H.R. 3012 itself is
considered dubious.

if we look at perm ratio, I:C = 1:6 for 07 (Q2,Q3), 1:5 for 08, 1:7 for 09.
the best ratio is 1:6, excluding all other countries, china can only take 1/
7 ~ 14%. this # has to be lower because of applicants from ROW.
15% per country cap is better than 3012. it also does not violate the
original principal of diversity when this immigration limit was introduced
in the 50s or 60s

impossible given the exstence of ROW

3）民主党会反对
4）hi-tech公司会反对
很多人认为第四项没人会反对。我以前说过，Grassley对H1B的reform的要求是优先招
美国人，就是采取走PERM类似的程序。这一条别说民主党会反对，就是共和党也会反对
。不光high-tech如微软，intel,google等这块，Wall Street那帮金融大鳄，学术界那
帮政府智囊都会反对。Grassley一个人在对抗整个美国的上层精英社会。他就是林肯华

可是不移除PER COUNTRY LIMIT的话， 是违反这个法案提出的前提： 技术移民关你从
那个国家来。。。 我觉得3012要是这样改的话， 没法通过辩论。

15%的话，也不能说对老印没好处。但对老中收益最大，几年后
老中就进入ROW行列Current，老印自己熬了。

From outsider point of view, this amendment is more fair than the original
one. The change from 7%->85%->gone is the fundamental changing on the
immigration system. If passed, what about the immigration lottery and so on?
Although it doesn't look promising, let us see...
